Anti-dumping

On 23 March 2012, the Ministry of Commerce (MOFCOM) of the People's Republic of China issued Announcement No. 14 of 2012 initiating an anti-dumping investigation on Toluene Diisocyanate (TDI) from the European Union. The products subject to investigation are classified under the following HS code: 2929.10.10. The complaint was lodged on 3 February 2012 by Cangzhou Dahua TDI Co., Ltd., Gansu Yinguang Juyin Chemical Industry Co., Ltd., Gansu Yinda Chemical Industry Co., Ltd., Liaoning Northern Jinhua Polyurethane Corporation and Juhai Subsidiary of Cangzhou Dahua Stock Corporation.
 
On 13 November 2012, the Ministry of Commerce (MOFCOM) of the People's Republic of China imposed a preliminary anti-dumping duty on imports of the subject product from the European Union (Announcement No. 79 of 2012). The rate of duty is between 6.6% and 37.7% depending on the company.
 
On 13 March 2013, the Ministry of Commerce (MOFCOM) of the People's Republic of China imposed a definitive duty on imports of subject good from the European Union (Announcement No. 16 of 2013). The rate of duty is between 6.6% and 37.7% depending on the company. The measure is in force for a period of five years.

On 13 March 2018, the Ministry of Commerce of the People's Republic of China terminated the definitive duty imposed on imports of toluene diisocyanate (TDI80/20) from the European Union. This follows the Ministry did not receive any qualified applications for the initiation of a sunset review.
