On 1 March 2012, the Australian Minister for Immigration and Citizenship, Chris Bowen, announced changes to the permanent employer-sponsored visa program. The changes entered into force on 1 July 2012.

Labour market access

Semi-skilled occupations will no longer be eligible for the Regional Sponsored Migration Scheme under “special circumstances”. If employers wish to nominate foreign semi-skilled workers for permanent residence, they will need to negotiate a labor agreement, which usually takes 4 to 6 months to complete.
