Anti-dumping

On 6 February 2013, the Chinese Ministry of Commerce initiated an anti-dumping investigation on imports of cellulose or dissolving pulp originating in the United States, Canada and Brazil (Announcement No. 10 of 2013). The products subject to investigation are classified under the following HS code: 4702.00.00; 4706.10.00 and 4706.30.00. The complaint was lodged on 13 December 2012 by: Yibin Long Yi pulp Ltd., Yanbian Shixian Bailu Paper Co. Ltd., Fujian Qingshan Paper Industry Co. Ltd., Fujian Nanping Paper Co. Ltd., Hebei Hualin Textile Materials Ltd., the Yumen Arima Cotton Industry Co. Ltd. and Guizhou Chitianhua Paper Co. Ltd.
 
On 7 November 2013, the Ministry of Commerce (MOFCOM) of the People's Republic of China imposed a preliminary anti-dumping duty on imports of subject good from the United States, Canada and Brazil (Announcement No. 75 of 2013). The rate of duty on imports from the United States is between 18.7% and 29.8% depending on the company. The rate of duty on imports from Canada is between 13% and 50.9% depending on the company. This is with the exception of Neucel Specialty Cellulose Ltd., which is exempt from anti-dumping duties. The rate of duty on imports from Brazil is 6.8% or 49.4% depending on the company.
 
On 6 April 2014, the Ministry of Commerce (MOFCOM) of the People's Republic of China imposed a definitive anti-dumping duty on imports of subject good from the United States, Canada and Brazil (Announcement No. 18 of 2014). The rate of duty on imports from the United States is between 16.9% and 33.5% depending on the company. The rate of duty on imports from Canada is between 13% and 23.7% depending on the company. This is with the exception of Neucel Specialty Cellulose Ltd., which is exempt from anti-dumping duties. The rate of duty on imports from Brazil is 6.8% or 11.5% depending on the company. The measure is in force for a period of five years.
