On January 16, 2013, the President of the Republic of Belarus, Mr. Lukashenko, approved with Presidential Decree Nr. 33 amendments to Presidential Decree Nr. 194 ''On fish, seafood and their by-products supplies on the internal market of the Republic''.
According to the amendment, the state is assigned the exclusive right to import products of processed fish, classified under code 1604 from the Commodity Nomenclature for Foreign Economic Activity of the Customs Union of Russia, Belarus and Kazakhstan.
Further to the approved decree, the Ministry of Commerce issued a list of 11 companies, which were authorised by the state to exercise its exclusive rights, and import the fishery products. The companies are: private enterprise "Belkoopopttorg - management company of the holding "Belkooppushnina", "Brestkaya regional base Bakaleya", "Belkoopvneshtorg Belcoopsoyuz", "Bakaleya Mogilev", state enterprise "Braslav", "Belbakaleya", "McDonalds Restaurants", "Restoratsiya", "Belryba", Minsk Khladokombinat 1", "Santa Bremor".

In 2012 the state's exclusive right also comprised products with codes 1605 (Crustaceans, molluscs and other aquatic invertebrates, prepared or preserved), 0305 (Fish, dried, salted or in brine; smoked fish, whether or not cooked before or during the smoking process; flours, meals and pellets of fish, fit for human consumption), 0303 (Fish, frozen, excluding fish fillets and other fish meat) and 0304 (Fish fillets and other fish meat (whether or not minced), fresh, chilled or frozen). A list of 39 companies were authorised to exercise the exclusive state rights in 2012.
