Anti-dumping

On October 18, 2012, the Turkish authorities initiated an anti-dumping investigation on imports of yarn of man-made or synthetic or artificial staple fibers from Egypt, Malaysia, Pakistan, Thailand and Vietnam (Notification 2012/21).
The products subject to investigation are classified under the following HS codes: 5508, 5509, 5510 and 5511 (except codes 5509.52, 5509.61, 5509.91 and 5510.20).
 
On April 8, 2014, the Turkish authorities imposed a definitive anti-dumping duty on imports of yarn of man-made or synthetic or artificial staple fibers originating in Malaysia, Pakistan, Thailand and Vietnam (Notification 2014/2). The rate of the duty imposed on imports originating in Malaysia is 18.32% of the CIF value, at the exception of the companies Recron Sdn. Bhd. and Penfabric Sdn. Bhd. whose exports are subject to a duty of 11.26% and 17.03% respectively. The rate of the duty imposed on imports originating in Pakistan ranges from 6.62% to 12.18% of the CIF value, depending on the company. The rate of the duty imposed on imports originating in Thailand is 20.24% of the CIF value, at the exception of the companies Indo-Thai Synthetic Co. Ltd. and Lucky Spinning Co. Ltd. whose exports are subject to a duty of 7.79% and 14.02% respectively. The rate of the duty imposed on imports originating in Vietnam ranges from 19.48% to 26.25% of the CIF value, depending on the company. No anti-dumping measure was imposed on imports originating in Egypt.

Anti-circumvention

On 29 December 2017, the Turkish authorities initiated an anti-circumvention investigation on imports of synthetic and artificial staple fibre yarns from Nepal and Bangladesh (Notification 2017/37). This investigation follows suspicion that the definitive anti-dumping duty imposed by Notification 2014/2 dated 8 April 2014 on imports of the same products from Malaysia, Pakistan, Thailand and Vietnam might be circumvented (see related intervention). The products subject to investigation are classified under the following HS codes: 5508, 5509 (except 5509.52, 5509.61 and 5509.91), 5510 (except 5510.20) and 5511.

Additionally, the investigation also covers if Notification 2015/8 dated 17 April 2015 on imports of the same products from China, India and Indonesia have been circumvented, see related state act.
