In November 2012, the government of Australia initiated a new anti-subsidy investigation and definitive duties were imposed in August 2013.

Anti-subsidy

On November 26, 2012, the Australian Customs and Border Protection Service initiated an anti-subsidy investigation on imports of zinc coated galvanised steel (flat-rolled products of iron and non-alloy steel of a width less than 600mm and equal to or greater than 600mm, plated or coated with zinc) and aluminium zinc coated steel (flat-rolled products of iron and non-alloy steel of a width equal to or greater than 600mm, plated or coated with aluminium-zinc alloys, not painted whether or not including resin coating), from China (Australian Customs Dumping Notice No. 2012/56). The products subject to investigation are classified under the following HS codes: 7210.4900 and 7212.3000 for zinc coated galvanised steel and 7210.6100 for aluminium zinc coated steel.
The complaint was lodged on October 18, 2012 by BlueScope Steel Limited.

On August 5, 2013, the Australian authorities imposed a definitive duty on imports of the investigated goods (Anti-Dumping Notice No. 2013/66). For details about the rate of the duty, see the tables of Anti-Dumping Notice No. 2013/66.

On 10 November 2017, the Australian authorities initiated a sunset review of the definitive countervailing duty imposed on imports of the subject good from China. This follows the application lodged on 6 October 2017 by BlueScope. On the same day, a sunset review was also initiated on the definitive antidumping duty on imports of the subject good, see related state act.

On 17 July 2018, the Australian authorities extended the definitive countervailing duty on imports of zinc coated galvanised steel and aluminium zinc coated steel from China following the conclusion of the sunset review. The rate of duty on imports of zinc coated galvanised steel and aluminium zinc coated steel from China is the combined sum of dumping and countervailing duty. The combined dumping and countervailing duty is 43.4% on imports of zinc coated galvanised steel and 53.2% on imports of aluminium zinc coated steel. The extension of duties enters into force on 18 July 2018 for a period of five years.

Anti-circumvention

On June 1st, 2015, the Commissioner of the Australian Anti-Dumping Commission initiated an anti-circumvention investigation on imports of flat-rolled products of iron and non-alloy steel (of a width less than 600mm and equal to or greater than 600mm), plated or coated with zinc, from China.
This investigation follows suspicion that the definitive anti-dumping duty (see related state act) as well as the definitive countervailing duty (see related intervention) imposed on imports of flat-rolled iron or steel products (whether or not containing alloys),of a width less than 600mm and equal to or greater than 600mm, plated or coated with zinc, from China might be circumvented.
The products subject to investigation are classified under the following HS codes: 7225.9200 and 7226.9900.
The complaint was lodged on May 7th, 2015 by BlueScope Steel Limited.
On August 24th, 2015, the Australian Anti-Dumping Commission extended the time granted to issue the Statement of Essential Facts (Anti-Dumping Notice No. 2015/105, 24.08.2015).

On 18 March 2016, the Australian Anti-Dumping Commission issued the Final Report (Final Report No. 290, 298). It came to the conclusion that the alleged circumvention activity has occurred and thus recommended that imports from China to include the slightly modified products specified. On 18 March 2016, the Australian authorities issued Notice No. 2016/23 implementing this recommendation.

On 10 November 2017, the Australian authorities initiated a sunset review of the definitive countervailing duty imposed on imports of the subject good from China, see related intervention. This follows the application lodged on 6 October 2017 by BlueScope. Since the countervailing measure imposed on imports of zinc coated galvanised steel from China was extended to imports of slightly modified zinc coated galvanised steel from China, the sunset review and its conclusion will hold for these goods as well.

On 17 July 2018, the Australian authorities extended the countervailing duty on imports of the subject good from China following the conclusion of the above sunset review. The extension of duties enters into force after 18 July 2018 for a period of five years.
