Safeguard

On September 30th, 2011, the Ukrainian authorities decided upon the continuation for three more years of the safeguard measure imposed on imports of tubes, pipes and hollow profiles, seamless, of iron (other than cast iron) or steel, of an external diameter not exceeding 406.4 mm.
The products subject to the duty are classified under the following HS codes: 7304.2910 and 7304.2930.
This notification was published in the Ukrainian Official Journal on October 4th, 2011.
The safeguard measure is extended through the imposition of import quotas. The volume for the period starting on October 4th, 2011 up to September 30th, 2012 is 16,753 metric tons. This quota is allocated among trading partners as follows: Russia (11,910 metric tons), Austria (2,455 metric tons), Poland (1,103 metric tons), Romania (209 metric tons), Slovakia (171 metric tons), India (73 metric tons), China (49 metric tons), other countries (783 metric tons). Those quotas will be increased by 5%, up to 17,591 metric tons, for the year starting on October 1st, 2012 and again 5%, up to 18, 471 metric tons, for the year starting on October 1st, 2013.
This safeguard measure shall remain in force up to September 30th, 2014.
 
The original safeguard measure was decided on July 23rd, 2008 and entered into force on October 1st, 2008 for a period a three years.
 
According to the UN Comtrade Database, in 2010 the following countries exported goods classified under HS code subheadings 7304.29 to Ukraine with a trade value over the GTA threshold of USD 1 million: Russia, Poland and Japan. Hence, they might be affected trading partners.
 
On August 23rd, 2012, the Ukrainian authorities decided to suspend the application of the safeguard measure as far as certain specific products are concerned. For details about those products, please see the table on page 2 of the WTO Notification. This suspension is effective from August 30th, 2012 up to October 1st, 2012.
 
On July 2nd, 2013, the Ukrainian authorities decided to temporarily suspend the safeguard measure imposed on casing and pump-compressor seamless steel pipes. This notification was published in the Ukrainian Official Journal on July 4th, 2013. This suspension should be enforced between August 1st, 2013 and September 30th, 2013. On September 29th, 2014, the Ukrainian authorities decided to initiate a sunset review of the above-mentiond safeguard measure. The current measure remains in force during the review.
 
On March 27th, 2015, the Ukrainian authorities decided upon the continuation of the safeguard measure imposed on imports of casing and pump-compressor seamless steel pipes.
The safeguard measure is extended through the imposition of import quotas. The volume for the period starting on April 1st, 2015 up to September 30th, 2015 is 9,608 metric tons. This quota is allocated among trading partners as follows: Russia (6,830 metric tons), Austria (1,408 metric tons), Poland (632 metric tons), Romania (121 metric tons), Slovakia (98 metric tons), India (41 metric tons), China (28 metric tons), other countries (450 metric tons). The volume for the subsequent period up to September 30th, 2016 is 19,504 metric tons. This quota is allocated among trading partners as follows: Russia (13,865 metric tons), Austria (2,858 metric tons), Poland (1,284 metric tons), Romania (245 metric tons), Slovakia (199 metric tons), India (84 metric tons), China (56 metric tons), other countries (914 metric tons).
This safeguard measure shall remain in force until September 30th, 2016.
