In September 2012, the government of Morocco initiated a new safeguard investigation and definitive duties were imposed in November 2013. In December 2015, the duty was extended following the conclusion of a sunset review. In August 2018, a sunset review was initiated.

Safeguard

On September 25th, 2012, the Moroccan Ministry of Foreign Trade initiated a safeguard investigation on imports of wire rods and reinforcing bars.
The products subject to investigation are classified under the following HS codes: 7213.9190 (wire rods), 7214.2090 (reinforcing bars) and 7214.9991 (reinforcing bars).
This follows the application lodged by the Moroccan Steel Manufacturers Association (Association des Sidérurgistes du Maroc - ASM) on behalf of the domestic industry.

On April 24th, 2013, the Moroccan authorities issued their preliminary findings. They recommended the imposition of a provisional safeguard duty of MAD 0.55 per kilogram (USD 0.05674 per kilogram at the exchange rate of September 21st, 2015) for quantities above a quota of 37,000 tons for wire rods and 10,500 tons for reinforcing bars.
This provisional safeguard measure was imposed on May 30th, 2013 for a period of 200 days.
Even if identified as potential affected trading partners according to the GTA methodology, as developing countries Egypt and Turkey are not subject to the measure.

On November 27th, 2013, the Moroccan authorities issued their final findings. They recommended the imposition of a definitive safeguard duty of MAD 0.55 per kilogram (USD 0.05674 per kilogram at the exchange rate of September 21st, 2015) for quantities above a quota of 100,000 tons for wire rods and 28,000 tons for reinforcing bars.
This definitive safeguard measure was notified to the WTO on December 19th, 2013. It should remain in force during four years with an increase of the quotas of 5% every year.
Even if identified as potential affected trading partners according to the GTA methodology, as developing countries Egypt and Turkey are not subject to the measure.

On July 29th, 2015, the Moroccan Ministry of Foreign Trade initiated a sunset review of the above-mentioned safeguard measure.
This follows the application lodged on April 20th, 2015 by the Moroccan Steel Manufacturers Association (Association des Sidérurgistes du Maroc - ASM).
According to the UN Comtrade Database, in 2013 (not data available for 2014 as of September 21st, 2014) the following countries exported goods classified under HS code subheadings 7213.91, 7214.20 and 7214.99 to Morocco with a trade value over the GTA threshold of USD 1 million: Portugal, Spain, Turkey, Egypt, Germany and France.
 
On 17 December 2015, the Moroccan authorities informed the World Trade Organization of their decision to extend the above safeguard measure. The measure is in force for a period of three years. From 1 January 2016 to the 31 December 2016 wire rods and reinforcing bars will be subject to a quota of 121,000 tonne and 72,600 tonne respectively. From 1 January 2017 to 31 December 2017 wire rods and reinforcing bars will be subject to a quota of 131,100 tonne and 79,860 tonne respectively. From 1 January 2018 to 31 December 2018 wire rods and reinforcing bars will be subject to a quota of 146,410 tonne and 87,846 tonne respectively. A specific duty is applied to the subject goods exceeding these quotas i.e. DH 0.55 per kg (approx. USD 0.06 per kg).

On 13 August 2018, the Moroccan authorities initiated a sunset review of the definitive safeguard duty imposed on imports of the subject good. This follows the application lodged by Association des Sidérurgistes du Maroc (ASM).
