On August 1st, 2019, the Ministry of Economy, Trade and Industry of Japan amended FDI regime restrictions creating new sectors that are now considered to be New Restricted ICT Businesses mostly in the telecommunications and technology sectors.

FDI: Entry and ownership rule

On August 1st, 2019, the Ministry of Economy, Trade, and Industry of Japan amended FDI regime introducing restrictions for a number of new sectors which are now classified as "New Restricted ICT Businesses". The new sectors must obtain pre-approved by the Japanese Government. 

 The new sectors which are part of the New Restricted ICT Businesses are:

  • The integrated circuit manufacturing industry
  • Semiconductor memory media manufacturing industry
  • Optical disc, magnetic disc, magnetic tape manufacturing industry
  • Electronic circuit board manufacturing industry
  • Wired communication machinery/equipment manufacturing industry
  • Mobile phone / PHS phone manufacturing industry
  • Wireless communication equipment manufacturing industry
  • Electronic computer manufacturing industry
  • The personal computer manufacturing industry
  • External storage device manufacturing industry
  • Contract development software business
  • Embedded software industry
  • Package software business
  • Regional telecommunications industry 
  • Long-distance telecommunications industry 
  • Cable broadcasting telephone business
  • Other fixed telecommunications industry 
  • Mobile telecommunications industry 
  • Information processing service industry
  • Internet usage support business 
  • Internet use support

The current industries which have FDI restrictions are weapons, aircraft, space, nuclear power, agriculture, forestry, fishery, and infrastructure.
