On 27 July 2012, the Namibian Government promulgated a notice about an increased import duty on Portland cement. The Finance Minister Saara Kuugongelwa-Amadhila tabled a taxation proposal in the National Assembly on 18 April and, after the notice, the import duty increase was published in the Government Gazette on August 15.
The Chinese-owned corporation Jack's Trading CC challenged the legality of the import duty and the Finance Ministry is currently facing charges in the Namibian High Court.
