On 16 August 2012, the EEC published list of goods subject to non-automatic import licensing. Steel pipes were among the goods included.

Import licensing requirement

On 16 August 2012, the Council of the Eurasian Economic Commission approved Decision No.134 approved the Common List of Goods that are subject to
import/export prohibitions and restrictions, including non-automatic licensing.

Alongside typical goods included in virtually all other countries as part of international conventions, consumer protection and security measures (environmentally dangerous goods, protected animals and plants, narcotics, arms, medicines, special-purpose communication and encryption equipment), the EEC lists pipes of stainless steel (Annex 2.22 to the List).

The Decision entered into force on 23 September 2013. 

The new edition of the List, adopted with Decision N30 on 21 April 2015 "On Measure of Non-Tariff Regulation" did not contain references to the stainless steel pipes. The new List entered into force on 22 May 2015.
