In October 2010, the Russian Government introduced new amendments into the List of Equipment Eligible for VAT-Free Imports.

Internal taxation of imports

On 5 October 2010, the Russian Government amended the List, originally introduced in 2000 and published in the new edition in April 2009, of equipment and technologies that are not produced in Russia. The goods from the list can be imported free of value-added tax collected at the border. 

The amendment introduced VAT-free imports of the following equipment (preceded by the Russian customs tariff code): 

  • 8417 80 850 0 Pyrolysis furnaces type SRT-IV
  • 8419 89 989 0 Propane Dehydrogenation Unit Equipment
  • 8419 90 850 9 Internal devices of distillation columns
  • 8420 10 500 0 Calender line for steel cord equipped with a four-roll calender
  • 8477 20 000 0 Extrusion equipment Duplex, mono-extruder for the production of sidewalls, treads, rubber bands of tires all-metal for buses or motor vehicles for the transport of goods
  • 8477 80 990 0 VAST-4 Compakt assembly machine for radial assembly full metal cord tires with a diameter of 17.5 to 22.5
  • 8479 82 000 0 Equipment for the production of polypropylene
  • 9031 80 380 0 Installation for checking the power heterogeneity of type tires RGM-G for buses or motor vehicles for transportation of goods. 

According to the Federal Customs, the amendments enter into force on 21 October 2010.
