In August 2019, the Malagasy authorities initiated a safeguard investigation on imports of soaps. A provisional duty was imposed and later withdrawn in September 2019. The investigation is still in progress.

On 14 August 2019, the Malagasy authorities initiated a safeguard investigation on imports of soaps. The products subject to investigation are classified under HS code subheading 3401.11.10, 3401.11.90, 3401.19.11, 3401.19.19, 3401.19.90, 3401.20.10,3401.20.90 and 3401.30.00.
On the same day, the Malagasy authorities announced the imposition of provisional duties on imports of the subject good. The rate of duty is ad valorem 34% of the CIF value. The duty enters into force on 1 September 2019 for a period of 200 days. A number of developing countries are exempt from the safeguard duty.
On 24 September 2019, the Malagasy authorities issued a legal notice announcing the withdrawal of the provisional duty retrospectively from 1 September 2019. The duty was withdrawn due to public interest.
