On 26 June 2018, the Russian Government launched a new program of R&D subsidies for priority areas of domestic aircraft manufacturing.  The government brief on the program mentions one such priority, import-substitution of avionics on Sukhoi Superjet aircraft. The program is a part of the Aviation Science component of the State Program for the Development of Aircraft Manufacturing in 2013-3025. 

The program covers development costs (including wages) in projects started not earlier than two years before the launch of the program, and which are not longer than 5 years. 70% of qualifying costs are reimbursed to projects that win the government selection. Qualifying costs are those associated with technical documentation, technological and testing equipment, prototypes, certification and registration of IP.

The 2018 budget of the program is 1.7 billion rubles, the 2019 budget - 1.5 billion (USD 27 and 23.6 million respectively).
