Local sourcing

On 28 March 2019, Turkey's Information Technologies and Communication Authority (BTK) announced the Decision on localization requirements on remote programmable e-SIM technologies. According to the Decision, remote programmable eSIM technologies shall only be programmed by Turkish local operators so that they can only be controlled by mobile operators in Turkey. Furthermore, only the profiles of authorized local operators can be installed to the devices.

The decision further states that all the structure, the system, servers, software, and storing units of the eSIM technologies shall be established in Turkey by an authorized local operator and all the data shall be stored within Turkey.

BTK decision also requires that all the system components that are going to be established and used by local operators in Turkey shall also originate in Turkey. 

The decision provides an exception for international roaming up to 120 days. According to the exception, devices that do not hold the above requirements can be actively used for up to 120 days.  After this period the connection will be blocked.

BTK gave until 29 February 2020 to the local operators to comply with the localization requirements.
