Export tax

On 17 August 2017, the government of Turkey introduced an export fee on chrome leather classified under the tariff subheadings 4104.11, 4104.19, 4105.10 and 4106.21 through an amendment made on the Decree on Support and Price Stabilization Fund. According to the amended Decree, chrome leather classified under the tariff subheadings 4104.11 and 4104.19 will be subject to 50 USDCent per kilogram; chrome leather classified under the tariff subheadings 4105.10 and 4106.21 will be subject to an export fee of 40% of the FOB value. Previously there was no export fee imposed on these products. Concerning some other leather products like raw hides and skins classified under 4101, 4102 and 4103, 50 USDCent per kilogram of export fee is still in force.

On 30 November 2017, the government of Turkey exempted the split leather classified under tariff subheadings 4104.11 and 4104.19 from 50 USDCent per kilogram export fee (see related state act). On 10 May 2019, the government of Turkey decreased the export fee on chrome leather classified under the tariff subheadings 4105.10 and 4106.21 from 40% to 20% of the FOB value (see related state act).  

Support and Price Stabilization Fund (Fund) is an instrument of the government established to regulate the foreign trade for the effective functioning of the economy. In this regard, the government imposes taxes, fees and similar charges to exported products based on their weights, quantities or FOB values. Currently three products (hazelnuts; raw hides, skins and leather; and cotton) are subject to export tax/fee within the framework of this Fund.
