Official Letter no. 348/TCHQ-TXNK on the List of Administrated Imported Goods at Risks and (Reference) Prices was issued on January 21st, 2011 by the General Department of Customs (under the aegis of the Ministry of Finance). It entered into force on January 29th, 2011. This document, together with an enclosed list of commodities covering 13 categories of products, sets reference prices for imported goods and identifies countries where such products are originating. Based on the reference prices, import tariffs are calculated.
According to the European Commission's DG Trade, the measure runs counter to WTO rules as provided under the Customs Valuation Agreement by imposing minimum import values under the pretext of establishing a database for the fight against trade fraud and under-priced declaration.
An expansion of the List of Administrated Imported Goods (in order to cover seven additional categories of products) was issued on May 23rd, 2011 as Official Letter 2334. This entered into force on 1 June 2011.
The List was further expanded with the Official Letter No. 5486/TCHQ-TXNK issued on 10 October 2012 and by the Official Letter no. 3286/TCHQ-TCNK dated 14 June 2013.
