Import tariff quota

On 8 August 2009, with a Council of Ministers Decree, the Government of Turkey announced the introduction of an import tariff-quota on sunflower seeds and sunflower-seed oil classified in the Turkish Customs Tariff Schedule under the customs tariff codes 1206.00.91.00.19, 1206.00.99.00.19, and 1512.11.91.00.00. The rate of duty was set at 5 percent for sunflower seeds within a tariff quota of 650 thousand tonnes. The rate of duty was set at 17 percent for sunflower-seed oil within a tariff quota of 260 thousand tonnes. The out of quota tariff rate for sunflower seeds and sunflower-seed oil is 27 percent and 36 percent respectively. Previously there was no effective tariff rate quota for the subject products, as a result of this Decree being issued, the products sunflower seeds and sunflower-seed oil that previously paid the MFN duty, enter with lower tariff rates within the quota level.

On 15 August 2009, with a Communiqué published in the Official Gazette, the Turkish Government announced the management and distribution procedures of the import tariff quota.

The measure is valid from 1 January 2010 until 30 June 2010. On 9 July 2010, the Government issued a Decree introducing an import tariff quota for the same products effective from 16 January 2011 (see related state act).
