Import tariff quota

Effective from 1 January 2009, the Government of Turkey decreased the import tariff quota (ITQ) on acrylonitrile through the Decree of Council of Ministers No. 2008/14471.  Acrylonitrile is classified in the Turkish Customs Tariff Schedule under the customs tariff code 2926.10.00.00.00. The rate of duty is 0 percent within a tariff quota of 75,000 tonnes and the out of quota tariff rate for acrylonitrile is 6.5 percent.

Acrylonitrile is an organic chemical used in the production of certain plastics and in the textile and clothing industry. ITQ on acrylonitrile can only be used by domestic producers who use acrylonitrile as a raw material in production.

The Turkish Government almost every year provides ITQ on acrylonitrile. Previously the government provided ITQ of 145,000 tonnes for the year 2008. This time the Government decreased the ITQ level to 75,000 tonnes for the year 2009.

On 15 January 2009, with a Communiqué published in the Official Gazette, the Turkish Government announced the management and distribution procedures of the ITQ.

The measure is valid from 1 January 2009 to the end of the year.

On 31 December 2009, the Government issued another Decree on ITQ on acrylonitrile and set the ITQ level for 2010 for 60,000 tonnes (see related state act).
