ANNOUNCEMENT 07 Feb 2017

On 7 February 2017, the Egyptian Ministry of Trade and Industry issued Ministerial Decree no. 145/2017 imposing an export duty on some mineral products. Later in 2017, one tariff line was amended. On 10 February 2018, Ministerial decree no. 91/2018 was issued extending the duty level without any changes. Some Duty levels were extended without a change in February 2019 and February 2020 and others were changed.

Export tax

On 7 February 2017, the Egyptian Ministry of Trade and Industry issued Ministerial Decree no. 145/2017 extending and amending the export duty level on some mineral ore, whilst also adding three new items to the list.

As per the Decree, the following HS codes will be affected: talc blocks (HS 2526) with a rate 900 EGP/tonne (49.24 USD/tonne), talc powder (HS 2526) with a rate 500 EGP/tonne (27.35 USD/tonne), quartz ore (HS 2506) with a rate 150 EGP/tonne (8.21 USD/tonne), Feldspar ore (HS 2529) with a rate 400 EGP/tonne (21.88 USD/tonne), crude or roughly trimmed ore of HS 251511 with a rate of 400 EGP/tonne (21.88 USD/tonne); crude or roughly trimmed ore of HS 251611 with a rate 400 EGP/tonne (21.88 USD/tonne); and sand (HS Code 25.05) with rate of 100 EGP/tonne (5.75 USD/tonne). This Decree does not apply to exports to free zones according to certain quantities specified by the General Authority for Investment and Free Zones. The previous duty levels were between 350 and 75 EGP/tonne (39.50 USD/tonne), see related state act.

The Decree was intended to expire on 7 February 2018. Only the duty on extra soft talc powder of 50 microns or less (HS 2526) was amended on 26 November 2017 by Ministerial Decree no. 1491/2017 for one year, see related state act. 

On 10 February 2018, Ministerial decree no. 91/2018 was issued extending the duty level on all items above for one year without any changes. 

On 10 February 2019, Ministerial Decree no. 99/2019 was issued extending the duty level imposed by Ministerial Decree no. 91/2018 for one year with some rates changed, see related state act.

On 10 February 2020, Ministerial Decree no. 69/2020 was issued extending the duty level on talc powder (HS 2526), extra soft talc powder of 50 microns or less (HS 2526), quartz ore (HS 2506), crude or roughly trimmed ore of HS 251511, crude or roughly trimmed ore of HS 251611 and Sand (HS 2505) for one year without change.
