In March 2019, the Indian Directorate General of Trade Remedies, Department of Commerce initiated an antidumping investigation on imports of chlorinated polyvinyl chloride from the Republic of Korea and China. In August 2019, a provisional duty was imposed. In March 2020, a definitive duty was imposed.

Anti-dumping

On 28 March 2019, the Indian authorities initiated an antidumping investigation on imports of chlorinated polyvinyl chloride from the Republic of Korea and China. The products subject to investigation are classified under HS code subheading: 3904.90.00 as well as 3904.21.10, 3904.21.90, 3904.22.10 and 3904.22.90. The investigation follows the applications lodged by DCW Limited and Kem One Chemplast Pvt. Ltd.

On 26 August 2019, the Indian authorities imposed a provisional duty on imports of the subject good from the Republic of Korea and China falling under HS code subheadings 3904.10.90, 3904.21.10, 3904.21.90, 3904.22.10, 3904.22.90 and 3904.90.00. The rate of duty on imports from China is between USD 2,031 and 2,849 per tonne depending on the company and the good specification. The rate of duty on imports from the Republic of Korea is USD 2,031 or 2,849 per tonne depending on specified good. The duty is in force for a period of six months. 

On 7 March 2020, the Indian authorities imposed a definitive antidumping duty on imports of chlorinated polyvinyl chloride (CPVC) from the Republic of Korea and China. The rate of duty on import of CPVC Resin from China is between USD 2,025 and 2,161 per tonne depending on the company. The rate of duty on imports of CPVC Compound from China is between USD 2,657 and 2,853 per tonne depending on the company. The rate of duty on import of CPVC Resin from the Republic of Korea is USD 2,024 per tonne. The rate of duty on imports of CPVC Compound from China is USD 2,853 per tonne. The duty is in force for a period of five years from the date of the imposition of provisional duties, i.e. from 26 August 2019.
