The government of Argentina changed the reference prices set on imports of motorbike and bicycle helmets originating in several Asian markets.

Import tariff

On 15 February 2019, the Federal Administration for Public Revenue of Argentina (i.e. AFIP by its Spanish acronym) announced General Resolution 4423/2019 increasing the import criterion values set on reinforced plastic motorbike helmets and establishing reference prices for imports of plastic bicycle helmets. The affected products are classified under tariffs subheading NCM 6506.10.00.

The new reference prices set on motorbike helmets have been increased from a FOB value ranging between USD 13.00 and USD 14.00 per unit to a FOB value ranging between USD 16.00 and USD 100.00 per unit depending on the characteristics of the product. The previously applicable import criterion values were established at External Notice 91/2008.

As for bicycle helmets, the new Resolution has established a reference price of USD 2.82 and USD 4.50 per unit depending on the characteristics of the product. Previously to the new legislation, no import criterion values applied to these products.

The new reference prices affected the following jurisdictions: the Republic of Korea, Democratic People's Republic of Korea, China, Chinese Taipei, Philippines, Hong Kong, India, Indonesia, Malaysia, Pakistan, Singapore, Thailand and Vietnam.

General Resolution 4423/2019 has been published on the Official Gazette on 19 February 2019 and entered into force on 20 February 2019.
