Government of New Zealand, Official government Gazette, Notice No. 2019-go3195 of 5 July 2019, issued on 8 July 2019: https://gazette.govt.nz/notice/id/2019-go3195
The anti-subsidy reconsideration investigation on imports of galvanised steel coil from China was initiated on 19 December 2018. The products subject to investigation are classified under the following HS code subheading: 7210.49.31.
A reconsideration investigation is not an initial investigation but an appeal against the final finding issued. The original investigation was initiated on 19 December 2016 and was subsequently terminated on 5 July 2017, see related state act. Following the final determination, New Zealand Steel Ltd sought a judicial review of New Zealand's Ministry of Business, Innovation and Employment's investigation and final conclusion. In conclusion of this review, the High Court: "held there were material errors in the advice to the Minister; quashed the Minister’s decision; and directed reconsideration of the application already made in accordance with the Act as it stood at the time." The anti-subsidy reconsideration investigation is conducted in light of the High Courts findings. The periods and products investigated are unchanged.
On 8 July 2019, the New Zealand authorities issued notice number 2019-go3195 terminating the anti-subsidy investigation on imports of the subject from China without the imposition of definitive duties.
