Export licensing requirement

On December 26th, 2013, the Chinese Ministry of Commerce published the annual list of firms licensed to export raw alloys of iron abroad for the following year.

This iteration licensed 258 firms - two fewer than the previous year. This included 24 newly licensed firms, and 26 firms who did not have their licence renewed from the previous year.

As information of the sizes of firms mentioned is unavailable, this intervention is classified as amber.

Exporters are divided into two categories: Type A and Type B.

Type A exporters must be larger, with a minimum capital of CNY 20m (approx. USD 3m) and be involved in exporting general alloys of iron (HS tariff lines under code 7202).

Type B firms' capital requirement is less, at CNY 5m (approx. USD 750,000), and is reserved for firms that focus on alloys of iron with silicon, chrome, manganese, nickel, molybdenum, tungsten, titanium, vanadium and neodymium.
