April 24th, 2018 - China's Hunan Province released its orders for carrying out a national plan to boost the construction industry.

On April 24th, 2018, the provincial authorities in China's Hunan Province released Xiangzheng Banfa 2018/21, an announcement which contained operationalisation instructions for the State Council's Guobanfa 2018/21 (see related act).
The announcement from the Hunan government echoes the desires of the State Council Opinion to boost the technological standards etc. of the Chinese construction industry, but also specifically calls for the Export-Import Bank of China and China Development Bank to provide favourable loans to construction firms expanding their operations overseas.
Only Chinese firms are eligible for this treatment.
Classified as amber due to lack of concrete information made public on actual implementation.
In addition, the April 2018 construction industry plan from the Hunan government also mentions that the local government itself will provide 'subsidies' to firms directly in order to help them achieve their expansionist goals.
Examples of what these subsidies will be used for are given as the purchase of advanced equipment and funding insurance premiums.
This intervention has been classified as amber due to a lack of concrete implementation information made public by the authorities in question.
