On 31 August 2018, the Russian Ministry of Industry and Trade awarded 995 million rubles (USD 14.7m) in design and testing subsidies to the manufacturer of the Mi-38 helicopter.

In-kind grant

On 31 August 2018, the Russian Ministry of Industry and Trade awarded 995 million rubles (USD 14.7m) in R&D subsidies to the Mil Moscow Helicopter Plant, to finalize the Mi-38/10 helicopter. The subsidy was formalized as a tender, which Mil, being the traditional manufacturer and designed of the Mi series, predictably won. If the tender would have been won by another, invariably state-controlled, construction bureau, the Mil would have been handed over the results of R&D for manufacturing. 

The dual-use Mi-38 is considered comparable to the British-Italian AgustaWestland EH101, the American Sikorsky S-92 and the Chinese Changhe Z-18.

The allocation is done within the Helicopter Manufacturing component of the Russian State Program on the Development of Aircraft Manufacturing in 2013-2025. The program singles out the development of Mi-38.
