On 30 October 2018, the KfW IPEX-Bank signed a financing agreement with the Senegalese Ministry of Finance. The loan will support the Senegalese project concerning the electrification of 300 rural villages in Senegal. The loan has a total value of EUR 130 million (approx. USD 147.7 million) and will support the German company GAUFF & Co. Engineering KG who is responsible for the implementation of the project.

In this context, the KfW clarified that the project planned technical approach: "... envisages the generation and provision of electricity by means of decentralised solar power systems and energy stores, power distribution via low-voltage supply lines, LED street lighting and house connections."

A state act in the GTA database is assessed solely in terms of the extent to which its implementation affects foreign commercial interests. On this metric, the investment support granted here is discriminatory.
