The South African Revenue Service (SARS) eliminated the import tariff on primary steel products used in the manufacture of hydraulic cylinders, conveyor belt idler rollers and bases, and belt drive pulleys.

Import tariff

On 30 November 2018, the SARS has adopted Notice R. 1325 establishing a temporary full rebate on primary flat-rolled steel classified under tariffs subheading 7208.51. Concretely, the duty rebate applies to hot-rolled steel plates used in the manufacture of hydraulic cylinders, conveyor belt idler rollers and bases, and belt drive pulleys. Previously to this decision, the general import duty was 10%. 

This measure has been the result of an investigation carried out by the International Trade Administration Commission which after confirming that there was no local production of these goods recommended on its Report No. 586 the elimination of the import tariff.

The full rebate is subject to an ITAC permit.

The new changes do not affect the EU, EFTA and SADC countries as they already enjoyed a full rebate.
