In July 2009, the government of Brazil announced a change for the labour market access of foreign workers.

Federal Lawnş 11.961, of July 2nd, 2009 authorizes foreigners who have entered Brazil until the 1stof February 2009, and are currently in an irregular migratory situation, to apply for a temporary residence permit. This measure includes also foreigners who have entered the country illegally. It is estimated that there are up to 200,000 irregular immigrants living in Brazil (Valor econômico, July 3rd, 2009)
The request for the permit must be filed with the Ministry of Justice until 180 days from the date of publication of this law. The Ministry will issue the applicant a foreigner Identification Card valid for two years. Ninety days before the end of this period, the applicant may apply for a permanent residence permit as long as the applicant provides evidence of licit employment or the ownership of property as means to provide for himself and his family.
It is expected that the immigrants most favored by this measure will be Chinese and Bolivian nationals living in Brazil.
