In January 2017, the Chinese Ministry of Industry and Information Technology announced the first batch of areas where garment designers and manufacturers would be targeted for government support.

The list included 12 areas in cities all over China; please see original announcement for specifics.

The official announcements for the scheme instruct provincial and local authorities to determine the exact instruments to be employed to boost eligible firms, however, the original top-level policies this scheme comes from do call for increased state investment in such firms, as well as preferential taxation polcies. The list comes as part of the execution of an earlier 2016 plan to establish designated areas for such businesses to operate, to boost the quality of the garment industry in China. This plan was, in turn, born on the back of more wide-ranging 2016 plan to boost the variety, quality and branding of Chinese-indigenous consumer products; please see related act for more information.
