In May 2009, the government of Turkey initiated a new safeguard investigation and imposed definitive duties in June 2009. In June 2012, the duty was extended for a period of three years following the conclusion of a sunset review initiated in April 2012.

Safeguard

On 6 June 2009, the Turkish authorities imposed a safeguard duty on imports of matches falling under HS code 3605. This follows the conclusion of a safeguard investigation initiated on 2 May 2009. The rate of duty imposed from 6 June 2009 for a period of one year is the difference between the threshold level of USD 3.10 per kg and the actual value with a maximum applied duty of USD 1 per kg. The rate of duty imposed from 6 June 2010 for a period of one year is the difference between the threshold level of USD 3.05 per kg and the actual value with a maximum applied duty of USD 0.95 per kg. The rate of duty imposed from 6 June 2011 for a period of one year is the difference between the threshold level of USD 3 per kg and the actual value with a maximum applied duty of USD 0.9 per kg. The duty is in force for a period of three years. Certain developing countries are exempt from safeguard duties.

On 1 June 2012, the Turkish authorities extended the safeguard duty imposed on imports of the subject good. This follows the conclusion of a sunset review initiated on 6 April 2012. The rate of duty imposed from 6 June 2012 for a period of one year is the difference between the threshold level of USD 2.95 per kg and the actual value with a maximum applied duty of USD 85 per kg. The rate of duty imposed from 6 June 2013 for a period of one year is the difference between the threshold level of USD 2.9 per kg and the actual value with a maximum applied duty of USD 0.8 per kg. The rate of duty imposed from 6 June 2014 for a period of one year is the difference between the threshold level of USD 2.85 per kg and the actual value with a maximum applied duty of USD 0.75 per kg. The duty is in force for a period of three years. Certain developing countries are exempt from safeguard duties.
