Safeguard

On 20 January 2012, the Republic of Indonesia initiated a safeguard investigation on articles of finished casing and tubing with yield strength of over 75,000 psi and worked pipe-end under HS Code 7304.2900. The application was lodged on 30 December 2011 by Asosiasi Produsen Pipa Pemboran Minyak dan Gas Bumi Indonesia.
 
On 6 of August 2013, the Indonesian authorities imposed definitive safeguard duty on imports of the subject good for a period of four years. The rate of duty between 6 August 2013 and 5 August 2014 is Rp 28,439 per kilogram (USD 2.77 per kg). The rate of duty between 6 August 2014 and 5 August 2015 is Rp 28,001 per kilogram (USD 2.38 per kg). The rate of duty between 6 August 2015 and 5 August 2016 is Rp 27,564 per kilogram (USD 2.04 per kg). The rate of duty between 6 August 2016 and 5 August 2017 is Rp 27,126 per kilogram (approx. USD 2.01 per kg). The duty expires on 6 August 2017 unless extended. A number of developing countries are excludes from this measure.
