In February 2012, the government of China initiated a sunset review and the duty was extended in April 2013. In April 2018, a new sunset review was initiated.

Anti-dumping

 On April 18, 2013, the Ministry of Commerce (MOFCOM) of the People's Republic of China issued the Notice No.19 (2013), announcing the final determination of AD duty on imported paper for electrolytic capacitor (listed under 48059110 in the import tariffs of the Chinese Customs) from the Japan. In accordance with this Notice 19 (2013), imported paper for electrolytic capacitor from Japan will be levied with AD duty as stipulated in Notice No.30 (2007) released on April 17, 2007 by the MOFCOM.
 
On April 18, 2012, the Ministry of Commerce (MOFCOM) of the People's Republic of China issued the Notice No.15 (2012), announcing initiation of final review of AD duty on imported paper for electrolytic capacitor (listed under 48059110 in the import tariffs of the Chinese Customs) from the Japan.

On April 17, 2007, the MOFCOM issued the Notice No.30 (2007), announcing to impose AD duty on imported paper for electrolytic capacitor from Japan. Details of AD rates on different companies are as follows:

On February 10, 2012, ZHEJIANG KAN SPECIALITIES MATERIAL CO.,LTD submitted an application o the MOFCOM Bureau of Fair Trade on behalf of the Chinese domestic paper for electrolytic capacitor industry for the performance of the final review on AD duty imposed on polyurethane from Japan, holding that termination the AD duty may be likely to lead to the continuation or recurrence of dumping injury to Chinese domestic industry, and the AD duty shall be remained in force.

In accordance with the Article 48, Chinese Regulations on Anti-dumping, on April 18, 2012, the MOFCOM released this Notice No.15 (2012) to initiate the final review on paper for electrolytic capacitor from Japan, and the final review period shall be one year under normal conditions, from April 18, 2012 to April 18, 2013.

During the final review period, paper for electrolytic capacitor from Japan shall be levied with the AD duty stipulated in the Notice No.30 (2007), and all these measures will remain in force for another one year till the end of the final review period.

On 18 April 2018, the Ministry of Commerce (MOFCOM) of the People's Republic of China initiated a sunset review of the antidumping duty imposed on imports of the subject good from Japan. This follows the application lodged on 29 January 2018 by Zhejiang KAN Special Material Co., Ltd.
