The Government of Brazil announced temporary import tariff quotas on several goods, including organics and inorganics chemicals, p-phenylenediamine, certain acrylics, walnuts and certain vaccines.

Import tariff quota

On 22 August 2018, the Brazilian Foreign Trade Council adopted Resolution 57 reducing temporarily the import duties to 2% for a certain quota on tariffs classified in subheadings 1210.20.10, 2921.51.33, 5501.30.00,  and 0802.22.00. In addition, it eliminated the import duty on NCM 3002.20.29. According to the WTO tariffs database, the applicable import duty outside the quota is 8%, 655%, 16%, 6% and 4% respectively. The quotas set for each product and their applicability are the following:

  • NCM 1210.20.10 - 1,800 tonnes valid for twelve months;
  • NCM 2921.51.33 - 10,440 tonnes valid for twelve months;
  • NCM 5501.30.00 - 6,240 tonnes valid for twelve months;
  • NCM 0802.22.00 - 2,500 tonnes valid until 31 December 2018;
  • NCM 3002.20.29 - 1,000,000 doses applicable for six months.

Previously to this announcement, none of these products enjoys a tariff-rate quota on the day of its implementation.

In addition, the Resolution extended the import tariff quota set on viscose rayon and classified under tariff subheading NCM 5403.31.00 (please, for more information see related state act).
