In August 2018, the European Commission initiated an antidumping investigation on imports of urea and ammonium nitrate from Russia, Trinidad and Tobago and the United States. In April 2019, a provisional duty was imposed. In Oktober 2019, a definitive duty was imposed.

Anti-dumping

The antidumping investigation on imports of urea and ammonium nitrate from Russia, Trinidad and Tobago and the United States was initiated on 13 August 2018. The products subject to investigation are classified under the following HS code subheading: 3102.80.00. This investigation follows the application lodged on 29 June 2018 by Fertilizers Europe.

On 22 March 2019, the European Commission imposed an import registration requirement on the subject good from Russia, Trinidad and Tobago and the United States for a period of three weeks. The regulation imposing import registration requirements was issued on 21 March 2019.

On 12 April 2019, the European Commission imposed a provisional antidumping duty on imports of urea and ammonium nitrate from Russia, Trinidad and Tobago and the United States. The rate of duty on imports from Russia is 31.9% or 34% net free-at-Union-frontier price before duty depending on the company. The rate of duty on imports from Trinidad and Tobago is 16.3% of the net free-at-Union-frontier price before duty. The rate of duty on imports from the United States is 22.6% of the net free-at-Union-frontier price before duty. The duty is in force for a period of 6 months. The import registration requirement imposed in March 2019 is discontinued from 12 April 2019. The regulation terminating the import registration requirement and imposing provisional duties was issued on 11 April 2019.

On 10 October 2019, the European Commission imposed a definitive antidumping duty on imports of the subject good from Russia, Trinidad and Tobago and the United States. The rate of duty on imports from Russia is 27.77% or 42.47% of the net free-at-Union-frontier price before duty depending on the company. The rate of duty on imports from Trinidad and Tobago is 22.24% of the net free-at-Union-frontier price before duty. The rate of duty on imports from the United States is 29.48% of the net free-at-Union-frontier price before duty. In cases where provisional duties paid exceed the definitive duty imposed, the exceeding amount is released to the given party. The regulation imposing definitive duties was published on 9 Oktober 2019.
