Export licensing requirement

On 28 August 2013, the Vietnamese Ministry of Industry and Trade had through Decision No. 6139/QD-BCT imposed certain licensing restrictions on rice exports.

Apart from listing several conditions to being eligible to be a rice export firm, the Decision limited licensing rice export to 150 traders only. Such traders were required to export at least 10,000 tonnes of rice in the first year or 20,000 tonnes of rice in 2 years if the quota is not reached in the first year. Such traders were also required to have at least one warehouse with a minimum capacity of 5000 tonnes and a rice husking facility with a minimum capacity of 10 tonnes of paddy per hour.

On 4 January 2017, the above Decision was withdrawn through Decision 17/QD-BCT.
