ANNOUNCEMENT 20 Apr 2018

In April 2018, the members of SACU initiated a safeguard investigation on imports of other screws fully threaded with hexagon heads made of steel. Provisional duties were imposed in August 2018. In February 2019, a definitive duty was imposed.

Safeguard

The safeguard investigation on imports of other screws fully threaded with hexagon heads made of steel was initiated on 20 April 2018. The products subject to investigation are classified under the following HS code subheading: 7318.15.39. The investigation follows the application lodged by the South African Iron and Steel Institute (SAISI) on behalf of on behalf of the South African Fasteners Manufacturers' Association and its members.

On 3 August 2018, the South African authorities imposed a provisional safeguard duty on imports of the subject good. The rate of duty is 42.09%. The measure is in force until 18 February 2019. Certain developing countries are exempt from safeguard duties.

On 15 February 2019, the South African authorities imposed a definitive safeguard duty on imports of the subject good retrospectively from 3 August 2018 for one year. The rate of duty is 50.54%. On 22 February 2019, the South African authorities imposed a definitive safeguard duty from 3 August 2019 to 2 August 2021. The rate of duty between 3 August 2019 and 2 August 2020 is 48.01%. The rate of duty between 3 August 2020 and 2 August 2021 is 45.61%. Certain developing countries are exempt from the imposed safeguard duty.
