On December 4, 2015, the Japanese International Bank of Cooperation Agency (JICA) signed a loan agreement with Indonesia.

Signing of Japanese ODA Loan with the Indonesia: Mitigating traffic congestion through construction of mass rapid transit
On December 4, 2015, a 77.137 billion yen ($690 million USD) loan agreement was signed with the Indonesian government and the Japanese International Cooperation Agency (JICA) for the construction of a high-speed railway. This loan will be part of the Japanese International Cooperation Agency's STEP program which implies that the loan will go towards providing Indonesia with civil engineering, electrical works and mechanical systems, locomotives, and consulting services.
