On December 6, 2016, an 11.2 billion yen ($99 million USD) loan agreement was signed with the Republic of Ghana and the Japanese International Cooperation Agency (JICA) for the "East Corridor Volta River Bridge Construction Project" in Accra. This loan will be part of the Japanese International Cooperation Agency's STEP program which implies that the loan will go towards Japanese sourced civil engineering works related to bridge building, approach roads construction, procurement of construction equipment, consulting services, weather-resistant steel materials, wind resistance structures, installations technologies and structure analysis technologies. 

This plan is planned to be co-financed with the African Development Bank.

Special Terms for Economic Partnership (STEP)
A stipulation in JICA ODA loan agreements is the utilization of advanced Japanese technologies and the employment of Japanese firms in overseas projects.
