In February 2018, Malaysia introduced a number of amendments to the Customs (Prohibition of Imports) Order 2017. More specifically the introduction of licensing requirements for the import of various products into Malaysia.

Import licensing requirement

In February 2018, Malaysia announced the removal of import licensing requirements to the following products.

  1. Flat-rolled products of iron or nonalloy steel, of a width of less than 600 mm, not clad, plated or coated, containing by weight less than 0.25 % of carbon; 
  2. Other semifinished products of iron or nonalloy steel (7207.19); 
  3. Other sauces and preparations therefor; mixed condiments and mixed seasonings; mustard flour and meal and prepared mustard (2103.90.11 and 2103.90.13); 
  4. Pellets of rice (1103.20.00);
  5. Oilcake and other solid residues, whether or not ground or in the form of pellets, resulting from the extraction of soyabean oil (2304.00.00); 
  6. Clinical waste (3825.30);
  7. From used refrigerators including freezer, minibar (84.18 excluding parts);
  8. Reptiles live or dead (including snakes and turtles) or any parts thereof, including edible products;
  9. From waste which may contain disposed containers, bags or equipment contaminated with chemicals, pesticides, mineral oil or scheduled wastes such as: 
    1. Articles for the conveyance or packing of goods, of plastics; stoppers, lids, caps and other closures, of plastics—carboys, bottles, flasks, similar articles (3923.30.20 and 3923.30.90) and others (3923.90.10 and 3923.90.90);
    2. Reservoirs, tanks, vats and similar containers for any material (other than compressed or liquefied gas), of iron or steel, of a capacity exceeding 300 l, whether or not lined or heat insulated, but not fitted with mechanical or thermal equipment (73.09);
    3. Tanks, casks, drums, cans, boxes and similar containers, for any material (other than compressed or liquefied gas), of iron or steel, of a capacity, not exceeding 300 l, whether or not lined or heat insulated, but not fitted with mechanical or thermal equipment (73.10);
    4. Other articles of copper (74.19);
    5. Other articles of nickel (75.08);
    6. Aluminium reservoirs, tanks, vats and similar containers, for any material (other than compressed or liquefied gas), of a capacity exceeding 300 l, whether or not lined or heat-insulated, but not fitted with mechanical or thermal equipment (7611.00.00);
    7. Aluminium casks, drums, cans, boxes and similar containers (including rigid or collapsible tubular containers), for any material (other than compressed or liquefied gas), of a capacity, not exceeding 300 l, whether or not lined or heat-insulated (76.12);
    8. Other articles of lead (78.06); and
    9. Other articles of zinc (7907.00.93 and 7907.00.99); and
  10. From used washing machines, including both wash and dry, such as  machinery (other than machines of heading 84.50) for washing, cleaning, wringing, drying, ironing, pressing (including fusing presses), bleaching, dyeing, dressing, finishing, coating or impregnating textile yarns, fabrics or made up textile articles:
    1. Each of a dry linen capacity not exceeding 10 kg (8451.21.00 00);
    2. Parts (8451.29.00 00); and
    3. Others (8451.40.00 00).

Import licensing requirement

In February 2018, Malaysia announced the introduction of import licensing requirements for the following products:

  1. Live fish, aquatic animals, aquatic plants, seaweed, algae, crustaceans and molluscs, soft corals and fish eggs (roes);
  2. Other fishery products unfit for human consumption;
  3. Marine live fish, including all species of finfish, crustaceans and molluscs, including their eggs, spawn, fry, fingerling, spat or young;
  4. Live freshwater fish and cultured marine fish, including all species of finfish, crustaceans and molluscs, aquatic mammals including their eggs, spawn, fry, fingerling, spat or young; and
  5. Hard and soft corals;
  6. Medicine-making machines, in particular:
    • Preparation of a kind used in animal feeding containing polymyxin including polymyxin B and polymyxin E (colistin);
    • Organic compounds of polymyxin including polymyxin B and polymyxin E (colistin); and
    • Medicaments containing polymyxin including polymyxin B and polymyxin E (colistin).
  7. Bipyridine, a type of heterocyclic compounds with nitrogen heteroatom(s) only (2933.39.30);
  8. Other inorganic or organic compounds of mercury, whether or not chemically defined, excluding amalgams;
  9. Combined refrigerator-freezers, fitted with separate external doors (8418.10.11 00 and 8418.10.19 00);
    • Compression type (8418.21.00 00 and 8418.21.90 00); and
    • Others (8418.29.00 00); and
  10. Syringes, needles, cannulae, and the like (ATHN 3825.30.10), and others (ATHN 3825.30.90).
