ANNOUNCEMENT 18 Apr 2018

In April 2018, the Australian Anti-Dumping Commission initiated an antidumping investigation on imports of railway wheels from France and China and an anti-subsidy investigation on imports from China. Provisional duties were imposed in June 2018. In January 2019, the anti-subsidy investigation was terminated without the imposition of duties. In July 2019, a definitive antidumping duty was imposed.

Anti-dumping

The antidumping investigation on imports of railway wheels from France and China was initiated on 18 April 2018. The products subject to investigation are classified under the following HS code subheading: 8607.19.00. The investigation follows the application lodged by Commonwealth Steel Company Pty Ltd. An anti-subsidy investigation on imports of the same good from China was additionally initiated, see related intervention.

On 19 June 2018, the Australian authorities imposed provisional duties on imports of the subject good from France and China. The rate of duty on imports from France is 28.2% or 28.3% depending on the company. The rate of duty on imports from China is 17%. The duty is in force for the duration of the investigation.

On 11 October 2018, the Australian authorities amended the provisional duty imposed on imports of railway wheels from France and China. The rate of duty on imports from France is 37.2%. The rate of duty on imports from China is 19%. The duty entered into force on 12 October 2018.

On 17 July 2019, the Australian authorities imposed a definitive duty on imports of the subject good from China and France. The rate of duty on imports from China is 17.4%. The rate of duty on imports from France is 37.2%. The definitive duty is in force for a period of five years. The Anti-dumping notice imposing the definitive duty was issued on 16 July 2019.

The anti-subsidy investigation on imports of railway wheels from China was initiated on 18 April 2018. On 24 January 2019, the Australian authorities terminated the anti-subsidy investigation without the imposition of definitive duties. The provisional duty is thereby terminated.
