ANNOUNCEMENT 06 Nov 2009

In November 2009, the Eurasian Economic Union initiated a new anti-dumping investigation and a definitive duty was imposed in June 2011. In July 2015, a sunset review was initiated and the definitive duty was extended in July 2016. In April 2021, a new sunset review was initiated and the definitive duty was extended for a new period in December 2021.

Anti-dumping

On June 22, 2011, the Customs Union imposed a definitive antidumping duty on imports of certain steel pipes and tubes from Ukraine. The rate of duty is between 18.9% and 37.8%, depending on the specific characteristics of the subject good. The duty entered into force one month following the date of publication in the official gazette, i.e. on 9 March 2011.

On 6 July 2015, the Eurasian Economic Commission initiated a sunset review of the antidumping duty imposed on imports of the subject good from Ukraine. The definitive antidumping duty will remain in force for the duration of the investigation up to 5 July 2016.

The Eurasian Economic Commission consists of the following members: Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia

On 3 July 2016, the Eurasian Economic Commission extended the antidumping duty imposed on imports of the subject good from Ukraine following the conclusion of the above sunset review. The rate of duty remains between 18.9% and 37.8%, depending on the specific characteristics of the subject good. The duty is in force until 1 June 2021.

On 23 April 2021, the Eurasian Economic Commission announced the initiation of a sunset review of the definitive duty imposed on imports of the subject good from Ukraine. 

On 23 April 2021, the Eurasian Economic Commission extended the definitive duty on imports of the subject good from Ukraine until 7 February 2022 following the initiation of the sunset review.

On 24 December 2021, the Eurasian Economic Commission issued a notice extending the definitive duty imposed on imports of certain steel pipes and tubes from Ukraine following the conclusion of the sunset review. The rate of duty remains between 18.9% and 37.8%, depending on the specific characteristics of the subject good. The duty is in force until 20 December 2026.
