In August 2011, the members of the Customs Union of Russia, Belarus and Kazakhstan imposed a new safeguard duty. The duty was terminated in March 2014.

On 22 June 2011 the Customs Union Commission issued a Decree # 703 to impose safeguard duty of 282.4 US dollars per 1 tonne of screws and bolts (HS code subheading 7318.15, 7318.16 and 7318.21). The decision, however, excludes the developing countries enjoying the CU's system of trade preference (but includes China, Hong Kong, Macao, Taiwan, and Brazil). The duty will remain in place from 21 August 2011 until 17 March 2014.
