In August 2011, the members of the Customs Union of Russia, Belarus and Kazakhstan initiated an antidumping investigation and a definitive duty was imposed in January 2013. A sunset review was initiated in October 2017 and the duty was extended in September 2018.

Anti-dumping

On August 30, 2011, the Customs Union of Russia, Belarus and Kazakhstan has initiated an anti-dumping investigation against graphite (carbon) electrodes (HS 854511) imported from India.
 
On August 30, 2012, with Order Nr 5 of the Director of the Department for Internal Market Protection of the Eurasian Economic Commission, the anti-dumping investigation was extended for a period of six months, starting from August 31, 2012.
 
With Decision Nr 288 of December 25, 2012, of the Collegium of the Eurasian Economic Commission, the following anti-dumping duties, calculated as a percentage of the customs value of the imported electrodes, were introduced:
- For the company GRAPHITE INDIA LIMITED - 32.83%;
- For the company HEG LIMITED - 16.04%;
- For other Indian producers- 32.83%.

The anti-dumping duties will be applied from January 26, 2013 for a period of 5 years.

On 2 October 2017, the Eurasian Economic Commission initiated a sunset review of the antidumping duty imposed on imports of the subject good from India.

On 22 December 2017, the Eurasian Economic Commission issued Decision No. 183 extending the definitive antidumping duty imposed on imports of the subject good from India. The duty is extended from 26 January 2018 until 1 October 2018.

On 28 September 2018, the Eurasian Economic Commission issued Decree No. 156 of 2018 extending the definitive antidumping duty imposed on imports of the subject good from India. The rate of duty remains at 16.04% or 32.83% depending on the company. The duty is imposed retrospectively from 25 September 2018 and is in force until 24 September 2023.
