Import-related non-tariff measure, nes

On 8 May 2018, the Indian Ministry of Commerce and Industry through Notification No. 7/2015-2020 amended the import conditions for old/used and new automotive mining and oil rigging equipment for operation in captive mines/oil rigging areas and other vehicles for research and development purposes (under HS Chapter 87). Specifically, the import of these equipment has been exempted from Policy Conditions 1 and 2 under Chapter 87, of the Indian import Schedule, provided that they are re-exported/scrapped after their import purpose is completed.

The said Policy Conditions specify conditions for import of a second hand/used vehicle (condition 1) and of a new vehicle (condition 2). Conditions include restrictions on the age of the vehicle, controls to suit Indian driving, conformation to local Motor Rules, proof of testing and compliance requirements, roadworthiness requirements, etc.
