In December 2011, the government of the United States initiated a new anti-subsidy and a new anti-dumping investigation; in 2019 it renewed the subsequent orders.

Anti-dumping

Based on a petition filed on December 29, 2011, the U.S. International Trade Commission instituted anti-dumping (AD) and countervailing duty (CVD) investigations of utility-scale wind towers. These include AD and CVD petitions against imports from China and an AD petition against imports from Vietnam.
Preliminary anti-dumping duties were imposed on 2 August 2012.
The Department of Commerce published on December 26, 2012 its final affirmative anti-dumping determinations for China (http://ia.ita.doc.gov/frn/2012/1212frn/2012-30950.txt) and Vietnam (http://ia.ita.doc.gov/frn/2012/1212frn/2012-30944.txt) and its final affirmative countervailing duty determination for China (http://ia.ita.doc.gov/frn/2012/1212frn/2012-30947.txt). The U.S. International Trade Commission reached affirmative injury determinations on January 18, 2013, which will result in imposition of the AD and CVD orders.

Anti-dumping

On April 9, 2019 the U.S. International Trade Commission determined that revoking the existing antidumping and countervailing duty orders on imports of utility scale wind towers from China and Vietnam would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. As a result of the determinations, the existing antidumping duty orders on imports of these products from China and Vietnam and the existing countervailing duty order on imports of these products from China will remain in place.
