In November 2011, the European Commission initiated an anti-dumping investigation on imports of aluminium foil in rolls from China. In March 2013, definitive duties were imposed in March 2013. In March 2018, a sunset review was initiated and the definitive duty was extended for a new period in June 2019. In September 2021, the definitive duty was extended to imports from Thailand following to an anti-circumvention investigation.

Anti-dumping

On 20 December 2011, the European Commission announced the initiation of an anti-dumping investigation concerning imports of certain aluminium foil in rolls from China. The products subject to investigation are classified under the following HS code subheading: ex 7607 11 11 and ex 7607 19 10. The complaint was lodged on 9 November 2011 by the European Association of Metals (Eurometaux) which represents more than 40 %, of the total Union production of the product concerned.
 
On 19 September 2012, the European Commission imposed provisional anti-dumping duties on imports of the subject product from China. The rate of duty is between 13% and 35.4 of the net free-at-Union-frontier price before duty depending on the company. The duty is in force for a period of 6 months.
 
On 14 March 2013, the European Council imposed definitive anti-dumping duties on imports of the subject product from China. The rate of duty is between 14.2% and 35.6%of the net free-at-Union-frontier price before duty depending on the company.

On 13 March 2018, the European Commission initiated a sunset review of the antidumping duty imposed on imports of certain aluminium foil in rolls from China. The investigation follows the application lodged on 14 December 2017 by ALEURO Converting Sp. Z o.o., CeDo Sp. z.o.o., Cuki Cofresco SpA, Fora Folienfabrik GmbH, ITS BV, Rul-Let A/S, SPHERE SA and Wrapex Ltd.

On 6 June 2019, the European Commission extended the definitive antidumping duty imposed on imports of the subject good from China following the conclusion of the sunset review. The rate of duty is between 14.2% and 35.6% of the net free-at-Union-frontier price before duty depending on the company. The regulation extending the definitive duty was published on 5 June 2019.

On 31 December 2020, the UK Department for International Trade issued Taxation Notice 2020/31 maintaining the duty following the United Kingdom's exit of the European Union from 1 January 2020. Following the set expire of the definitive duty on 6 June 2024 the United Kingdom will determine the duty's continued imposition.

Anti-circumvention

On 21 December 2020, the European Commission initiated an anti-circumvention investigation on imports of certain aluminium foil in rolls from China. This investigation follows suspicion that the definitive anti-dumping duty imposed by Implementing Regulation (EU) 2019/915 on imports of the same products consigned from Thailand, whether declared as originating in Thailand or not, might be circumvented (see related intervention). The products subject to investigation are classified under HS code subheading 7607.11.11 and 7607.19.10. This investigation follows the application lodged on 9 November 2020 by an applicant requesting anonymity. 

On 16 September 2021, the European Commission extended the definitive anti-dumping duty imposed on imports of certain aluminium foil in rolls from China (see related intervention) to imports of the same products consigned from Thailand, whether declared as originating in Thailand or not. The rate of duty is 35.6% of the net free-at-Union-frontier price before duty. The regulation extending the definitive duty was issued on 15 September 2021.
