The Government of Argentina simplified the procedure to import soybean for the later export as oil.

On January 15, 2016, the Argentines Ministry of Production and Ministry of Treasury and Public Income issued Joint Resolutions 5/2016 and 7/2016 liberalizing the importation of soybean (NCM Code 1201.90.00). The new legislation eliminates the requirement imposed on importers to be registered in the 'Registry of Authorized Soybean Operators' (i.e. ROSA by its Spanish acronym) as long as the beans are imported to be later on exported as oil.

The changes that have been introduced in Joint Resolutions 5/2016 and 7/2016 adopted by the Argentines Ministry of Production and Ministry of Treasury and Public Income on 15 January 2016, can also be understood as an export incentive on soyabean oil. Concretely, the elimination of the requirement to be registered in the 'Registry of Authorized Soybean Operators' (i.e. ROSA by its Spanish acronym) only applies to importers who import soybean to later export it in the form of oil, indicating that the measure aims at facilitating the exportation of soyabean oil.
