In December 2017, the European Commission initiated an anti-subsidy investigation on imports of electric bicycles from China. In January 2019, a definitive countervailing duty was imposed.

Anti-subsidy

The anti-subsidy investigation on imports of electric bicycles from China was initiated on 21 December 2017. The products subject to investigation are classified under the following 2017 HS code subheadings: ex 8711.60.10 and ex 8711.60.90. This investigation follows the application lodged on 8 November 2017 by the European Bicycle Manufacturers Association. An antidumping investigation was launched on the same good from China in October 2017, see related state act.

On 4 May 2018, the European Commission imposed a Customs registration requirement on the subject good from China for a period of nine months.

On 19 January 2019, the European Commission imposed a definitive countervailing duty on imports of the subject good from China. The rate of duty is between 3.9% and 17.2% of the net free-at-Union-frontier price before duty depending on the company. Implementing Regulation (EU) 2018/671 imposing a registration requirement on the subject good from China is terminated. The regulation imposing definitive duties was published on 18 January 2019.
