On the 28th of April 2017, five Chinese ministries* released their implementation plan for ideas previously mooted in State Council opinions. The plan promises to make use of 'funds' and 'sub-funds' to promote particularly innovative projects.

The plan is designed to boost China's outsourcing industry and ensure the nation is able to provide services at the level of international excellence. Sectors that stand to benefit, according to the plan, are: software, information technology, design, research and development, the Internet, medicine and energy.

The policy is in effect for the duration of the 13th Five-Year Plan (2016-2020).
